The Chairs of Advanced Studies for Sovereignty aim to provide insight into contemporary issues of power and sovereignty by bringing together multidisciplinary expertise, public and private partners, and a strong institutional anchoring.
Launched on 9 December 2025 at the Hôtel de l’Industrie in Paris, they reflect a process of high-level strategic thinking.

Standing Team
Amelie FEREY
Dr. Amélie Férey is Director of Data Projects and Institutional Relations at the Institute for Strategic Research of the Military School (IRSEM). Her research focuses on the contemporary transformations of conflicts, with particular expertise in Israeli defense policy.

She is the author of Words, Weapons of a New War (Les mots, armes d’une nouvelle guerre, Le Robert, 2023). Her doctoral dissertation, defended at Sciences Po in 2018, led to the publication of Targeted Killings: A Critique of Armed Liberalism (Assassinats ciblés. Critique du libéralisme armé, CNRS Éditions, 2020), which analyzes the moral and legal justifications for the use of force from a comparative perspective (Israel and the United States).
From 2021 to 2026, she directed the Defense Research Laboratory at Ifri. She is also Scientific Director of the Chairs for Advanced Studies in Sovereignty, a joint initiative of the Institut Polytechnique de Paris, PSL University, and ESCP Business School.
She teaches at Sciences Po, École Polytechnique, and Paris-Panthéon-Assas University.

He is a retired general officer of the French Army, following a military career marked by operational units, the training and command of officers at the Saint-Cyr Military Academy, numerous overseas operations, and positions within the central administration.
He is also responsible for the development of ANOZR WAY, a French start-up at the forefront of cybersecurity.

His research focuses on control theory and its applications. In particular, he works on exoskeletons, refining and energy processes, multiphase and microfluidic flows, smart munitions, and heavy launch vehicles.
After co-founding a start-up, he now actively serves on the board of directors or as a scientific advisor to several other start-ups, including Wandercraft, Fieldbox.ai, and K-Ryole. He is also a member of the Scientific Advisory Board of IFP Energies Nouvelles.

The Chairs of Advanced Studies for Sovereignty were established by the Institut Polytechnique de Paris, with the support of its academic partners, Université Paris Sciences et Lettres and ESCP Business School.

OUR RESEARCH PROGRAM
The Chairs of Advanced Studies for Sovereignty seek to explore the challenges facing these fields by combining fundamental research, strategic monitoring and the production of actionable knowledge.
